All sides expressed the view that a staff level agreement can be reached between the institutions and Greece by the Eurogroup on December 4, according to EU sources.

The same source said that the final agreement for the conclusion of the third programme review can be ratified by the Eurogroup on January 22 provided that all prior actions have been legislated.
